O Parlamento Europeu deve investigar as rendições e detenções secretas

O Parlamento Europeu tem o poder para responsabilizar aqueles que estiveram envolvidos nos programas de rendições e detenções secretas. 

Os governos Europeus apresentam-se ao mundo como modelos de direitos humanos, mas recusam-se a investigar os casos de tortura e desaparecimentos forçados em território europeu, no âmbito da luta contra o terrorismo.

O Parlamento Europeu está a levar a cabo um relatório que poderá exigir aos governos que conduzam investigações independentes sobre o seu próprio papel nos programas de rendições e detenções secretasliderados pelos EUA.

Apele ao Presidente do Parlamento Europeu, Martin Schulz (Alemanha) que, através do relatório que está a ser preparado, deixe claro aos membros do Parlamento Europeu que é fundamental realizar investigações imparciais e independentes a estes casos.

We the undersigned write to express our concern over European governments’ refusal to investigate allegations of involvement in the US-led rendition and secret detention programme and to hold those responsible to account.

Many EU governments refuse to initiate investigations despite mounting evidence against them; many defy human rights standards by keeping their investigations shrouded in secrecy.

Individuals were abducted, secretly detained and tortured in the name of countering terrorism. They are still waiting for the effective remedy owed to them and for states to deliver the justice they deserve. Some remain detained in Guantánamo Bay, either in indefinite detention without charge, or are facing unfair trial and the death penalty. 

As the President of the only directly elected body in the EU institutions, we ask you, the president of the European Parliament, to uphold fundamental human rights values by ensuring that this new report unmistakably signals to EU governments that they must carry out independent, impartial, thorough and effective investigations into their role in the US-led secret detention and rendition programmes.
